1998年8月,企业发展公司改制成为武钢集团全资子公司后,在如何处理好民主管理同健全法人治理结构的关系,如何使企业经营者独立经营权同加强民主管理、调动职工积极性有机结合等方面,从理论和实践上进行了大胆探索。全面推行厂务公开,就是在民主管理方面进一步拓展工作领域,丰富工作内容的一项具体的实践与探索。一、基本做法1999年以来,企业发展公司把厂务公开作为一件大事来抓,着重从三个方面狠下功夫。一是组织领导到位。企业发展公司及所属七个专业公司均成立了厂务公开领导小组,设立了专门的办事机构.加强对厂务公开工作的领导。在此基础上,经职代会审议通过后,以党政工联合发文的形式,出台了厂务公开实施办法,各单位相应制订了实施细则,初步建立起比较规范的厂务公开工作的运行机制,形成了党政工齐抓共管、自上而下全面开展的局面。二是措施办法到位。企业发展公司制定了厂务公开工作规划,有计划、有步骤、有重点地逐步推开。首先是把厂
