石油天然气勘探的经营目标应是在市场经济条件下勘探价值最大，既要考虑短期的经济效益，又要考虑长远的发展意义。油气勘探是长周期、高风险、高投入、高回报的系统工程，在整个勘探开发过程中，需要以客观的经济评价为依据，跟踪勘探进展进行序列决策。石油勘探经济评价可以分为三个层次：①对经济评价的基本单元进行勘探风险分析和经济分析，其中，勘探风险分析包括石油地质风险评价以及勘探工程技术风险和政策、市场风险分析；经济分析包括投资需求分析和勘探价值分析。②在多个项目中，以吸引力（重点考虑油气资源潜力和勘探价值）和风险为优选指标，选择最优项目，预备可行项目，剔除无效益项目。③对优选出的项目提出若干种勘探方案，分析勘探经济技术实力和最佳投资分配方式，进行勘探决策（分为勘探战略决策、勘探战术决策和勘探操作决策）。为保证对项目勘探经济评价的唯一性和权威性，应建立勘探经济评价规范和统一的评价标准；应进行勘探开发一体化评价，建立勘探。开发共用的数据库、图形库。图4表6参2。（王孝陵摘）

(3) Propose several exploration plans for the selected projects, analyze the economic strength of the exploration and the optimal investment allocation mode, and make exploration decisions (divided into exploration strategic decisions, exploration tactical decisions and exploration operation decisions). In order to ensure the uniqueness and authoritativeness of the economic evaluation of the exploration project, an evaluation standard of exploration economy and a unified evaluation standard should be established; an integrated evaluation of exploration and development should be established to establish an exploration.
