对于社会保障制度与经济增长之间的关系,长期以来一直争论不休。世界各国实践表明,社会保障与经济增长之间有时呈现正相关,有时呈现负相关。目前新疆社会保障与经济增长之间的相关性到底如何,目前应如何改革新疆的社会保障制度,以促进经济的平稳增长,这是目前面临的重要现实问题。本文先通过叙述新疆目前经济与社会保障支出状况描述,然后通过弹性分析检验了经济增长与社会保障支出的关系并估计出了社会保障支出对促进新疆经济的贡献,最后还举出了进一步促进完善新疆社会保障体系的建议对策。
For a long time, the relationship between the social security system and economic growth has been debated endlessly. Practice in various countries of the world shows that there are sometimes positive correlations between social security and economic growth and negative correlations at times. At present, how is the correlation between social security and economic growth in Xinjiang and how to reform the social security system in Xinjiang so as to promote the steady economic growth? This is an important realistic issue now facing. This paper first describes the current state of economic and social security expenditure in Xinjiang, and then tests the relationship between economic growth and social security expenditure through elastic analysis and estimates the contribution of social security expenditure to promoting Xinjiang’s economy. Finally, Suggestions and Countermeasures of Xinjiang Social Security System.
