80年代以来,我国乡镇企业发展迅速,其办厂设计和用地设计的工作基础普遍缺乏,因此,编制用地定额的工作难度相当大。吉林省土地管理局为了贯彻落实“十分珍惜和合理利用每寸土地,切实保护耕地”这项基本国策,一致认为必须十分重视、加强各项建设用地,特别是乡镇企业用地管理的基础工作,使其尽快走向科学化和法制化管理的轨道,以便更好地支持各项建设,特别是乡镇企业的发展,于是从1989年初至7月组织专门力量,对乡镇企业进行了用地定额的调研与编制工作,初步制定了《乡镇企业建设用地定额编制规程》、《吉林省乡镇企业用地定额推荐指标》,并于同年与省乡镇企业管理局联合下发乡镇企业试行,从而为进一步加强对乡镇企业用地的科学化管理开创了比较有利的条件。下面重点介绍编制乡镇企业用地定额的方法。
