国有经济的实质是补贴经济。国企改革的根本出路在于:逐步降低国有制比重,退出竞争性领域。通过产权制度改革使国有经济合理定位,放手壮大非国有制经济,积极推进产权多元化和社会多元化,是国家健康稳定发展的必要条件。
The essence of state-owned economy is subsidized economy. The fundamental way for the reform of state-owned enterprises lies in: gradually reducing the proportion of state-owned enterprises and withdrawing from the competitive field. It is a necessary condition for a healthy and stable development of the country through the rationalization of the state economy through the reform of the property right system, the letting go of the expansion of the non-state-owned economy and the active promotion of diversification of property rights and society.
