改革开放的形势和环境,要求党政机关、企事业单位提高工作效率和工作质量。笔者认为,某些党政机关和企事业单位,在特定条件下实行集体办公、联合办公,有助于提高工作效率。何谓集体办公?集体办公是许多工作人员集中进行办公的一种办公方式。具体来说,主要是指一个整体(单位)内部各个职能部门的领导与下属都集中到一个空间进行工作的行为。何谓联合办公?联合办公主要指互相有联系的行业的工作人员集中在一起进行工作的方式。从其内涵和外延来看,多指处在同一工作链条上的不同单位或部门之间纵向或横向直接联系的行为。从集体办公和联合办公的作用来看,笔者认为,至少有以下七个方面的积极意义:

What is collective office? Collective office is a centralized office for many staff office. Specifically, mainly refers to a whole (unit) within the various functional departments within the leadership and subordinates are concentrated in a space for work behavior. What is joint office? Joint office mainly refers to the interconnected industries staff focused on the way work. Judging from its connotation and extension, it refers to the act of direct or indirect connection between different units or departments in the same work chain. From the role of the collective office and joint office, the author believes that at least the following seven aspects of positive significance:
