如何正确处理保障经济发展与保护资源的关系,是全国国土资源系统贯彻落实科学发展观,加快构建保障科学发展新机制面临的重大课题。对此,党中央、国务院及地方各级党委、政府高度重视,社会各界普遍关心。如何破题?近年来,成都市不断创新土地整理模式,拓展土地整理内涵,实现了耕地占补平衡,并把土地整理作为惠及广大农民的“民生工程”和加快城乡统筹发展的重要载体。通过对农村田、水、路、林、村的综合整治,调整优化土地利用结构和布局,促进农用地规模经营和现代农业发展,引导农民集中居住,推动城市基础设施、公益设施向农村延伸和覆盖,为加快推进社会主义新农村建设和城乡统筹发展,促进“三农”问题的解决走出了一条新路子。从2004年到现在,全市已实施完成土地整理项目85个,投资33亿元,整理土地面积达100万亩,新增耕地13.4万亩,建成了56个大规模的特色农业产业基地,建成农民集中居住区和聚居点235个,改善了7.2万农民的居住条件。实践证明,成都市实施以土地整理为主要内容的“金土地工程”是贯彻落实科学发展观,统筹城乡发展,破解“三农”难题的重要途径和生动实践。
