这里刊载的福建省“坚持省级统筹,深化养老保险改革”一文很值得一读,从中可以得到启示——社会保险的基本规律之一是“大数法则”。目前,我国还有不少地区仍实行养老保险地(市)级或市(县)级统筹,由于管理层次较低,资金调剂范围较小,一旦遇有较大风险就难以抵御。因此,提高养老保险基金的管理层次已成为当前一项重大任务。养老保险的统筹面越大,就越能实现在大范围内调剂资金和分散风险的功能,对保障离退休人员基本生活,维护社会安定,保持国民经济持续快速健康发展也就越能起到积极作用。这已被养老保险改革10多年来的经验所证明。 统一全国基本养老保险制度是深化社会保险制度改革的方向。基本养老保险制度的统一,将实行统一标准、统一筹集和调剂资金。这就要求提高养老保险基金的管理层次。在现阶段,必须努力逐步实现省级统筹。在深化养老保险制度改革中发展省级统筹,在完善省级统筹中深化养老保险制度改革,二者相辅相成,相互推进,协调发展。这就是福建省的宝贵经验之所在。

At present, there are still many regions in our country that still have pension insurance at the city (city) level or at the city (county) level. This is evidenced by more than 10 years of pension insurance reform. Unification of the national basic old-age insurance system is to deepen the reform of the social insurance system. The unification of the basic old-age insurance system will lead to the implementation of a uniform standard for the unified mobilization and transfer of funds. This requires raising the level of management of pension funds. At this stage, efforts must be made to gradually achieve provincial co-ordination.
