中国灾害防御协会的成立,是一件利国利民的大事,我在这里表示热烈的祝贺!同时全国科协副主席高振宁同志委托我向协会的成立表示热烈的祝贺!三年前,在尉建行同志的倡议下,成立了哈尔滨灾害防御协会,做了大量工作.两年前,于光远同志提出,叫灾害作为一门科学来研究”,产生很小的社会反响.现在中央和地方的有关部门,自然科学与社会科学的各方面专家,联合起来成立中国灾害防御协会,意义就更大了.
