近年来,随着国有企业制度改革的深化,大量解除劳动关系职工面临着接续社会保险关系难的问题。这个问题的解决直接影响到企业改革顺利的进程和社会稳定,应予以重视。解除劳动关系职工续保难的原因, 主要有以下几个方面: 一是参保思想认识的障碍。目前大部分解除劳动关系的职工不愿缴费, 接续社会保险关系,持等待观望态度, 特别是年纪轻的职工,认为到养老的时候还很远,错误地认为还是眼前多挣点钱比参保合适。那些灵活就业人员,因为参保缴费完全由个人负担,需要一个认识转变过程。
