区域协调发展是指从统揽全局的高度出发,通过建立健全区域间相互促进、优势互补的互动机制,实现不同区域协调发展和城乡统筹发展的发展战略。如何形成区域协调发展的有效体系,这不仅仅是重大的经济问题,亦是重大的政治问题、社会问题和国家安全问题,需要在政治、经济和法律等众多方面形成一整套完善的制度保障和规制。本文拟以中部发展为视角,从法律规制角度对区域协调发展理论进行分析,希望对区域协调发展体系的完善有所助益。
