读了李保民博士《统一市场规范运作 阳光交易 健康发展一一在北方共同市场研讨会上的讲话》,又让我们感受到了战斗在一线的产权理论专家报国忧民的炽热情怀。李保民在讲话中指出:毫无疑问,经济发展和改革的中心环节一一企业改革,正处在一个关口和关键时期。突出地表现在产权置换和人员安置上,人员安置的前提是产权置换,产权置换的目的是安置人员。因此,改到深处是产权,产权制度改革离不开产权交易市场。他指出,国有产权交易转让,会涉及到企业的资产、债权债务、职工安置、企业后续发展、价格确定,特别是土地处理、金融债权安全、税务等多方面问题,需要政府部门,如国资管理、土地管理、劳动保障、工商税务等,以及银行保险、中介机构协调配合,任何环节出现问题都不行,都会影响到规范操作和交易成功。因此相应的配套政策和措施也要尽快出台。他呼吁建立开放、规范、公开、统一的产权交易市场,在最大范围内促进各类产权的顺畅流转和优化重组,实现生产要素、经济资源的合理价值,促进产权、产业、所有制结构优化整合,实现不同区域间经济的协调发展。
