本文在分析收费公路资源配置的内涵和现状基础上,构建了D EA目标导向-BP神经网络配置效率测算模型和指标体系,对我国收费公路基础设施的人力、资金和设备资源的配置效率加以测度。结果显示:我国收费公路基础设施资源配置效率并不理想,其根本原因是行业中的行政垄断所致,应通过市场途径等措施优化资源配置。
Based on the analysis of the connotation and current status of toll road resource allocation, this paper builds a model and index system of D EA target-oriented-BP neural network configuration efficiency to measure the allocation efficiency of human, capital and equipment resources of toll road infrastructure in China . The results show that the efficiency of resource allocation of toll road infrastructure in China is not satisfactory. The fundamental reason is the result of administrative monopoly in the industry. The allocation of resources should be optimized through market channels and other measures.
