党的十八届四中全会审议通过的《中共中央关于全面推进依法治国若干重大问题的决定》(下称《决定》)明确规定:“完善全国人大及其常委会宪法监督制度。”所谓“宪法监督”就是对宪法实施活动所进行的专门法律监督活动,根据我国现行宪法第62条和第67条的规定,“宪法监督”是由全国人大及其常委会进行的监督宪法实施的专门活动,是全国人大及其常委会作为国家最高权力机关享有的重要国家
