国家对循环经济的发展十分重视,循环经济试点企业的申报和评审工作还将继续,但目前对循环经济活动的判定还不是很清楚。笔者以循环经济的内涵界定为基础,提出了循环经济活动的判定原则和优先支持原则,并以A公司为例,大大提高资源利用率的工艺改革活动以及冶炼设备的改造利用。尾气吸收装置的投入、废水的再利用等活动是循环经济活动,新产品的开发不一定是循环经济活动,如A公司铜粉的开发不是循环经济活动,同时指出铜渣、废水的循环利用、高砷烟尘的稳定处理等应是政府优先支持的循环经济活动。
