如何才能把国营大中型企业搞好?这是举国上下都在努力思考和探索的问题。新上任的国家经济体制改革委员会副主任洪虎撰文指出:搞活流通,是搞好企业的重要条件。他认为,当前许多企业产品积压,效益下降,制约着生产的发展,其原因是多方面的,但商品流通不畅是一个重要原因。流通不活,市场作用乏力,就难以引导和促进企业的生产向正确的方向发展。因此,必须把深化商品流通体制改革、搞活流通企业放在重要的工作位置上来抓。
