“权威”,在现代汉语词典中的诠释为“使人信服的力量和威望”,它是实施统御的必要条件。国家需要权威,才能实现稳定、统一,领导需要权威,才能实施有效的组织、协调、指挥。“权威”中的“权”即“权力”,是人民赋予的,而“威”即“威信”却要靠领导干部自已在人民群众中去树立。树立领导权威关键是要用好手中的“权”,才能树立自己的“威”。而用好权的关键就是要全心全意为人民服务。古语“得民心者得天下,失民心者失江山”就是
