Shenzhen Library is listed as one of the first pilot institutions of corporate governance structure comanaged by State Commission Office of Public Sectors Reform and Shenzhen municipal government.It formally launched in 2007 and has carried out lots of work including literature survey,election of the council,and development of the implementation plan and board regulation and supporting institution system.In 2010 the library board was set up and has been playing a positive role in establishing a check-and-balance framework,and separating government functions from those of the institution,and promoting democratic governance.However some issues need to be clarified or settled:the status of corporate governance,the follow-up of matching laws and rules,and involvement of professional committees in the decision-making process.The library board would continue to improve its mechanisms of constitution,election,decisionmaking and supervision,cultivate its social foundation,and promote further reform of corporate governance.
