我国经济体制改革的目标是建立社会主义市场经济,这一新体制的建立可以说是一项庞大系统工程。在现有条件下我们应该从哪些方面着手构筑社会主义市场经济“大厦”呢?本文就这一问题谈点自己的看法。一、社会主义市场经济的基础工程既然我们提出搞市场经济,也不能不看到市场经济存在着“失灵”和“失效”两大缺陷。市场“失灵”的缺陷表现在如下诸方面:①市场不能自动消除垄断;②市场不能避免投机行为的产生;③市场调节具有滞后性和短期性;④市场也会产生过高的交易成本。市场“失效”表现在:①市场机制不能保证实现总量平衡;②市场盈利原则难以全面衡量社会成本和社会效益;③市场不能实现特殊的社会发展目标。既然市场经济存在着上述两方面的缺陷,我们就要想办法去克服它,用什么办法去克服它呢?制定规范市场规律的法律体系;转变政府职能;建立健全社会保障体系。我认为这就是构筑社会主义市场经济“大夏”的基础工程。基础工程之一:市场法律体系的建立1、制定规范市场主体的法律:有公司法、企业法等。
The goal of China’s economic restructuring is to establish a socialist market economy. The establishment of this new system can be regarded as a huge systematic project. Under what conditions should we proceed to build a “building” of socialist market economy? This article talks about our own views on this issue. First, the basic project of the socialist market economy Since we have put forward the concept of a market economy, we can not fail to see that the market economy has two major shortcomings: “failure” and “failure.” Market “failure” defects in the following aspects: ① the market can not automatically eliminate the monopoly; ② the market can not avoid speculation; ③ market regulation has a lag and short-term; ④ the market will also have excessive transaction costs. The “failure” of the market is manifested in the following aspects: ① the market mechanism can not guarantee the total balance; ② the profitability of the market can not fully measure the social costs and social benefits; ③ the market can not achieve the special social development goals. Since there are flaws in these two aspects of the market economy, we must find ways to overcome it and what methods can we use to overcome it? We must formulate a legal system that regulates market laws, transform government functions, and establish and improve a social security system. I think this is the basic project for building the “big summer” of the socialist market economy. One of the basic engineering: the establishment of the market legal system 1, the development of the law regulating the main market: a company law, corporate law and so on.
