文内在国际标准中突出了国际海事组织(IMO)公约、规则和决定的作用;在国外先进标准中着重阐述了IEEE、UL等著名社团标准的重要性。作者通过对IEC标准制、修订程序的分析,提出了必须把国际标准与国外先进标准作为一个完整的体系来加以参照,並论述了上述标准的修订规律和采用时必须予以注意的问题。最后剖析了各标准之间的相互关系以及其发展趋势。
The article highlights the role of the International Maritime Organization (IMO) conventions, rules and decisions in international standards. It highlights the importance of IEEE, UL and other well-known community standards in foreign advanced standards. Based on the analysis of IEC standards and revision procedures, the author put forward that we must refer to international standards and advanced foreign standards as a complete system, and discuss the revision rules of these standards and the problems that must be paid attention to when adopting these standards. Finally, it analyzes the interrelationship between each standard and its development trend.
