当前我国经济管理体制多是在实施赶超发展战略中形成的,传统的增长方式带来的资源环境束缚越发严重,过去主要依靠投资、出口带动的规模速度型增长难以维系。只有转变经济发展方式,实施创新驱动战略,才能激发整个社会的创新活力,推动绿色发展。而实现创新驱动与绿色发展重点是加快体制机制的创新,培育生态公民,加强各方合作,形成合力。
At present, the economic management system in our country is mostly formed in the strategy of catching up and surpassing development. The resource and environment brought by the traditional mode of growth has become more and more constrained. In the past, the rapid growth of scale driven by investment and export was difficult to sustain. Only by transforming the mode of economic development and implementing innovation-driven strategies can we stimulate the creative vitality of the entire society and promote green development. The key to achieving innovation-driven and green development is to accelerate the innovation of institutional mechanisms, foster ecological citizens and strengthen cooperation between all parties to form a concerted effort.
