本文通过对比服务业和工业在供给侧结构性改革中应解决的问题,并从服务业与工业互动关系角度分析了统筹兼顾服务业和工业实施供给侧结构性改革的必要性,认为在供给侧结构性改革过程中不可孤立地看待两种产业的发展,应将两种产业的供给侧结构性改革有机结合起来进行考量,将服务业的“补”与工业的“去”相结合、纠正要素市场扭曲、破除阻碍服务业发展的行政垄断、加快形成服务业创新创业的制度环境、促进服务业与工业融合发展是统筹兼顾服务业和工业实施供给侧结构性改革的重要举措。
By contrasting the problems that service and industry should solve in the structural reform of supply-side, this paper analyzes the necessity of making overall consideration of service-industry and industry-side structural reform of supply-side from the perspective of interaction between service and industry. In the process of structural reform, the development of the two industries should not be viewed in isolation. We should combine the supply-side structural reforms of the two industries to consider them in an organic way, and combine the “complement” of service industries with that of “industrialization” Combining and correcting the market distortions in key factors, breaking away from administrative monopolies that hinder the development of the service industry, accelerating the formation of a system environment for service innovation and entrepreneurship, and promoting the integration of service industry and industry are all important measures for taking all factors into consideration both in the service sector and in industrial implementation of supply-side structural reforms.
