国有企业特别是国有大中型企业,是我国国民经济中的主导力量,也是社会主义市场经济的基本主体。改革开放以来,虽然其它经济成份迅速发展,但国有企业特别是国有大中型企业在国民经济中仍然占有绝对优势,掌握着国家经济命脉,并始终起着基础和支柱的作用。深化企业改革,就是要使国有大中型企业在社会主义市场经济体制中进一步形成和发挥出新的优势,这是发展社会主义市场经济的必然要求,也是巩固社会主义制度的必然要求。冶金行业各级党组织和各级干部,要从战略高度认识搞活搞好国有大中型企业的现实意义和深远意义,树立起国有大中型企业必须搞活而且能够搞活的决心和信心。
State-owned enterprises, especially state-owned large and medium-sized enterprises, are the leading force in the national economy of our country as well as the basic subject of the socialist market economy. Since the reform and opening up, although other economic sectors have developed rapidly, state-owned enterprises, especially state-owned large and medium-sized enterprises, still hold the absolute superiority in the national economy and hold the national economic lifeline. They have always played a fundamental and pillars role. Deepening the reform of enterprises means that the state-owned large and medium-sized enterprises should further develop and exert new advantages in the socialist market economic system. This is an inevitable requirement for the development of a socialist market economy and an inevitable requirement for the consolidation of the socialist system. The party organizations and cadres at all levels in the metallurgical industry should have a strategic understanding of the practical significance and far-reaching significance of invigorating the well-being of large and medium-sized state-owned enterprises and establish the determination and confidence that state-owned large and medium-sized enterprises must make a living and can invigorate.
