新乡市公路管理总段在公路建设、养护过程中,坚持“安全第一,预防为主”的方针,强化全员安全意识,增强安全工作力度,事故逐年减少,经济损失不断下降,1993年与1991年相比,事故减少90％,经济损失下降85％;1993年总段隶属的12个单位,有11个单位没发生事故;1994年第一季度全总段没有发生事故。在工作实践中,他们体会到,做好安全工作,要处理好以下五种关系:
