在国务院和各部委的公文往来中,存在一个急待研究解决的问题,就是国务院对各部委来文原件批回的问题。原件批回虽有一定的好处,但也有较大的弊病。因为原件批回各部委立卷以后,国务院的档案就不全了,国务院领导各部委的工作活动在档案中得不到反映。我认为,最好将国务院的原批件留在国务院立卷,而不要把原件转走,这样恐怕更好些。
In the communications between the State Council and ministries and commissions, there is an issue that urgently needs to be studied and solved. This is the issue of the State Council’s approval of the original articles of communications of various ministries and departments. Although there are certain benefits of the original batch, but there are greater drawbacks. Since the original documents were approved by all the ministries and commissions, the archives of the State Council were not complete and the work activities under the leadership of the State Council of various ministries were not reflected in the archives. In my opinion, it is better to leave the original copy of the State Council in the state legislature without changing the original copy.
