After the Ministry of Water Resources reported to the National Agrocytic Commission for approval, the investigation of key areas for soil and water loss in the Yangtze River Basin, organized by the Planning Office of the Yangtze River Basin, began in October 1981. After more than three months of field visits, it was successfully concluded in January 1982 .
