对社会治安实行综合治理,是我们国家依靠全社会力量,运用多种手段,从各个环节着手,打击、预防和减少各种违法犯罪,维护社会安宁秩序,保证社会主义现代化建设顺利进行的一项系统工程。在建设这项宏大的工程中,如何使社会各界力量协同动作、齐抓共管,使打、防、建、教诸环节紧密配合,发挥整体功能;如何使各项治理方案、措施得以系统、全面的优化,以推动综合治理工作向纵深发展,更好地为改革、建设服务,深入研究、解决好这些问题,在理论和实践上都具有重要的意义。我们认为,当前解决好这些问题的关键,是要强化社会治安综合治理的总体领导,即进一步加强对综合治理工作的统一组织、规划、协调和指导。
