The “Decision on Several Issues Concerning the Establishment of a Socialist Market Economy” made by the Third Plenary Session of the 14th CPC Central Committee is a guiding and programmatic document for establishing a modern enterprise system. It clearly pointed out that the establishment of a modern enterprise system is the foundation for the establishment of a socialist market economy, an indispensable requirement for the development of large-scale social production and a market economy, and is the direction of China’s corporate reform. This is also the core of China’s economic restructuring
