出于管理的需要,基层单位通常会编制供内部使用的制度汇编。以某校的《学生管理制度汇编》为例,其内容全面,几乎涵盖学生学习、生活等各方面的管理制度,实用性非常强。但是从该制度汇编中也可以看到,基层单位规章制度类文书中普遍存在一些问题,诸如文种误用,规章制度相互之间内容失调甚至矛盾,规章制度类文书本身不规范等。
For management’s needs, establishments usually compile a compilation of systems for internal use. Take a school “student management system compilation” as an example, its content is comprehensive, covering almost all aspects of student learning, life management system, practicality is very strong. However, it can also be seen from the compilation of the system that there are some common problems in the instruments of the rules and regulations of the establishments, such as the misuse of languages, the inconsistency or even contradiction between the rules and regulations, and the non-standardization of the instruments of laws and regulations.
