第一章总则第一条 根据国家关于乡(镇)电管站改革的精神要求,进一步规范供电所的营销行为,在全国建立起规范的、科学的、统一的农村电力营销制度,特制定本办法.第二条 本办法适用于国家电力公司管理的供电营业区域内所有的农村供电单位.县供电企业要明确各供电所的营业范围,供电所按照县供电企业的具体规定,负责所辖客户的抄表、核算、收费和用电管理工作.各供电所应设立营业室.第三条 电力营销要适应社会主义市场经济体制的要求,以为农民生活、农村经济、农业生产服务为宗旨,严格执行电价政策,努力开拓电力市场.
