我国城市住房市场是一个垄断竞争市场。房地产开发商数量较少,住房是有差别的同种产品,土地由政府独家供给,住房需求中有大量的投机需求,由此决定着住房市场价格高于边际成本,均衡量少于最优数量,市场机制不能有效配置资源。政府规制住房市场的基本思路是,构建商品房市场和保障房市场,管控开发商定价行为和购房者投资性需求。
