党的十八大报告指出:“坚持走中国特色军民融合式发展路子,坚持富国和强军相统一,加强军民融合式发展战略规划、体制机制建设、法规建设。”当前,我国正处于跨越式发展的特殊历史时期,国防动员军民融合式发展面临着前所未有的机遇。十八大报告提出的军民融合式发展战略思想,为新形势下国防动员建设指明了方向、提供了遵循。我们必须采取得力措施,找准结合点和切入点,把握关键环节,积极创新作为,促进国防动员建设又好又快发展。

The strategic thinking on the integration of civil and military development proposed in the 18th National Congress of the Communist Party of China pointed out the direction for the construction of national defense and mobilization work in the new situation and provided follow-up. We must adopt effective measures to identify the combination points and entry points, grasp the key links and take active innovations as a means to promote sound and rapid development of national defense mobilization.
