《中共中央国务院关于深化医药卫生体制改革的意见》(以下简称《意见》)的颁布和《医药卫生体制改革近期重点实施方案(2009—2011年)》(以下简称《实施方案》)的下发,标志着世人瞩目的新医改正式启动。这是我国医药卫生事业发展的一件大事,也是我国社会保障体系建设的一件大事。它将如何惠及民生?又会给医疗保障事业带来何种改变?为此,本刊记者专访了原劳动保障部副部长、现中国医疗保险研究会会长王东进。
