建议:《绿色轮胎技术规范》上升为国家强制性标准发展绿色轮胎推动转型升级,无论从适应国际市场变化,还是实现国内节能减排的目标来说,都势在必行。中国橡胶工业协会已于2012年启动了绿色轮胎产业化进程,同时承接了工信部《绿色轮胎产业发展研究》课题,并在该课题的基础上制定了绿色轮胎行业自律标准《绿色轮胎技术规范》,该规范于今年3月1日起试行。但是,该规范对我国发展绿色轮胎虽具有指导作用,却仍属于行业自律性标准,远远不具备强制执行的约束力。仅凭行业自律,我国绿色轮胎产业化和推广应用进程将依然缓慢。
Suggestion: “green tire technical specifications” rose to the national mandatory standards to promote the green tire to promote transformation and upgrading, no matter from adapting to changes in the international market, or to achieve the domestic goal of energy-saving emission reduction, are imperative. China Rubber Industry Association started the process of industrialization of green tire in 2012 and undertook the task of “Research on Development of Green Tire Industry” of Ministry of Industry and Information Technology. On the basis of the subject, China Rubber Industry Association formulated the “Green Tire Technical Specification” for green tire industry. The specification on March 1 this year, a pilot. However, although this guideline has a guiding role for the development of green tires in our country, it still falls into the standard of self-discipline of the industry and is far from compulsory binding. Only industry self-discipline, China’s green tire industrialization and application process will continue to be slow.
