美、日、苏、西欧是当代世界科学技术发展中的四个不可忽视的强大力量,它们的发展及其间日益激化的竞争将直接影响到世界科学技术发展的方向、规模和速度,直接关系到各国的技术选择、技术开发和技术转移……。因此研究和比较美、日、苏、西欧在当代的科学技术水平十分重要。关于这种比较,笔者认为最根本的是要对它们的基础科学与基础研究、应用科学与应用研究、开发研究的能力与水平三个最基本方面客观的作出比较。
The United States, Japan, the Soviet Union and the West Europe are the four powerful forces that can not be ignored in the development of science and technology in the contemporary world. Their development and increasingly intensified competition among them will directly affect the direction, scale and speed of world science and technology development and are directly related to Technology choices, technology development and technology transfer in each country .... Therefore, it is very important to study and compare the level of science and technology of the United States, Japan, the Soviet Union and Western Europe in the contemporary era. On this comparison, the author thinks that the most fundamental thing is to make an objective comparison of the three basic aspects of their basic sciences and basic research, applied sciences and applied research, and the capabilities and levels of research and development.
