在公共服务领域的IT建设常常存在一些先天缺陷,例如建设的推动力单一、资金不足、缺乏考核机制、难以吸引优秀人才等等。目前,英国政府公共部门的IT项目中就面临这样的难题:由于无法衡量直接的经济效益,考核上没有明确的标准,这些IT项目缺乏足够的前进动力;同时,由于薪资待遇不高,政府也很难吸引一些优秀的IT人才。如何解决这些问题?英国政府一方面从行政效能考核上着手,另一方面主动为IT人才创造好的发展环境,从而向社会表明了其坚定推动公共部门IT项目的决心。当前,我国电子政务建设也进入了一个新的阶段,政府对于公共服务领域的IT应用越来越重视,但同时问题也扑面而来。或许,英国政府所采取的种种措施也能让我国政府的IT负责人引起到一些共鸣。
