山西省吕梁市县级财政国库制度改革从2004年试点以来,所辖13个县(市、区)的国库集中支付改革已全面推开,运行基本平稳,成效初步显现。本文针对存在问题提出完善改革的建议。
Since the pilot project was started in 2004 in Luliang City, Shanxi Province, the treasury centralized payment reform in 13 counties (cities and districts) under the jurisdiction of the government has been rolled out in an all-round way and the operation has basically been stabilized with initial success. This article puts forward suggestions for improving the reform in light of the existing problems.
