目的总结基层学习型机关建设的措施、方法及经验。方法提出了创建学习型机关的理念并付诸于实践,在实践中探索和巩固学习型机关建设成果,总结出经验。结果创建学习型机关的实践表明,领导重视是基础,职工参与是保障,搭建平台是载体,提升素质是根本。结论创建“学习型机关”不是最终目的,而是通过创建活动,倡导以创新、进步为核心的人文理念,进而牢固树立和实践科学监管理念,不断强化监管职能,为构建和谐药监做出贡献。
