2013年9月29日,上海自貿區正式掛牌成立。上海自貿區旨在探索建立投資准入前國民待遇和負面清單管理模式,深化行政審批制度改革,加快轉變政府職能,全面提升事中、事後監管水平;擴大服務業開放、推進金融領域開放創新,建設具有國際水準的投資貿易便利、監管高效便捷、法制環境規範的自由貿易試驗區,使之成為推進改革和提高開放型經濟水平的‘試驗田’,形成可複製、可推廣的經驗,發揮示範帶動、服務全國的積極作用,促進各地區共同發展。
