政府改革运动是全球管理革命的一部分。自上世纪70年代末以来,世界各国都面临变革治道的紧迫挑战。作为当今世界上最大的发展中国家和正在和平崛起的国家.中国正处于一个关键的经济社会转型时期.因而推进变革治道不仅是时不我待而且具有特别重要的意义。从政府管理的角度看,中国变革治道就是要彻底摒弃以往的统治型和控制型的管理方式,建设以人为本的公共服务型政府,不断改善和优化公共事务管理。这时于推进中国和谐社会的建构,增强国家的创新力和竞争力至关重要。
