四川省水利电力厅基建局、四川省水利学会定额预算专委会、四川省水力发电工程学会定额预算专委会于1987年7月15～18日在仁寿县黑龙滩水库联合召开了四川省水利水电工程概算制度改革讨论和1987年度专委会年会。 到会代表有省、地、县各设计、施工单位、部属设计、施工单位代表40多人。省水利学会秘书长周天佑同志、省水力发电工程学会副理事长杨渭汶同志和理事兼副秘书长陈克廉同志亲临会议听取汇报并指导工作。
Sichuan Provincial Bureau of Water Conservancy and Electric Power Authority Capital Construction Bureau, Sichuan Province Institute of Water Conservancy fixed budget special committee, Sichuan Province Hydropower Engineering Society fixed budget special committee in July 1987 July 15 ~ 18 in Renshou County Heilongtan Reservoir jointly held a water conservancy project in Sichuan Province Hydropower project budget system reform discussion and 1987 special committee annual meeting. Delegates to the provincial, prefectural and county design, construction units, subordinate design, construction units on behalf of more than 40 people. Comrade Zhou Tianyou, secretary-general of Provincial Water Conservancy Society, Comrade Yang Weiwen, vice-chairman of Provincial Hydropower Engineering Society, and Comrade Chen Kelin, director and deputy secretary-general, came to the meeting for report and guidance.
