8月29日,十二届全国人大常委会第十六次会议表决通过了全国人大常委会关于修改地方组织法、选举法、代表法的决定。这三部法律是关于人民代表大会制度的重要法律。由于审议意见比较一致,修正案一审即获通过。今年6月,党中央对加强县乡人大工作和建设提出了一系列要求,并转发了有关文件。这是新形势下党中央加强人大工作,特别是县乡人大工作、推进社会主义民主法治建设的重要举措。此次修法正是为落实这些举措提供法律支撑。在向大会作出的说明中,法工委副主任郑淑娜指出,修改“三法”的总体要求是,落实党中央关于加强县乡人大工作
