东北老工业基地是以国有大型企业为核心,众多中小企业和相关机构组成的地理集聚体。这种特点决定了其产业集群是以核心企业为主体,通过集群合作伙伴的选择来组建产业集群。集群伙伴合作能力的评价是组建集群的关键。由于集群合作伙伴选择的评价是多目标、多属性评价,而且评价指标间的信息相互重叠,因此提出了基于主成分投影法的集群伙伴合作能力评价选择,分析了集群合作伙伴选择原则,构建了评价指标体系,建立了基于主成分投影法的集群伙伴合作能力评价模型,并结合算例加以应用。
The old industrial base in northeast China is a geographical agglomeration of large and medium-sized state-owned enterprises and related institutions. This feature determines its industrial cluster is the core of the main business, through the choice of cluster partners to set up industrial clusters. The evaluation of the ability of cooperation of cluster partners is the key to the formation of clusters. Since the evaluation chosen by the cluster partners is multi-objective and multi-attribute evaluation, and the information among the evaluation indexes overlap each other, the evaluation and selection of the cooperative ability of the cluster partners based on principal component projection is proposed. The principle of cluster partner selection is analyzed, Evaluation index system, the evaluation model of cooperative ability of cluster partners based on principal component projection method is established, and combined with examples to be applied.
