Party organizations of the Ministry of Civil Affairs regard the activity of deepening the study and practice of the scientific outlook on development as a major political task and an important historic opportunity, attach great importance to them, carefully arrange them, highlight their own characteristics and pay close attention to their implementation. Through studying and practicing activities, we have looked for outstanding problems that have restricted the scientific development of civil affairs and set forth the general idea and basic measures for promoting the scientific development of civil affairs.
