90年代以来,台湾当局因应世界战略格局和两岸关系的发展变化,在推进“宪政改革”的过程中,为配合其对外拓展国际生存空间,增强在两岸关系上与大陆抗争的实力,全面扩充军事力量,人为加剧海峡两岸的敌对状态.
