从历史考察可以看出,在国际共运史上,执政于苏东等国家的共产党,其领袖更替几乎总是伴随着剧烈的政治动荡,存在事实上的终身制,给当今政党政治尤其是执政的共产党留下了深刻的历史教训。执政党必须以制度建设为根本加强党建,以巩固和发展党内民主为根本出路,才能避免苏共悲剧的重演。
