在全面完成农村中小学校舍改造的历史性任务之后,我们滨州地区(原惠民地区)及时作出了进行农村中小学规范化建设的决定,把改善办学条件和加强学校管理、提高教育质量结合起来,坚持“硬件”、“软件”一起抓,两篇文章一起做,使“人民教育人民办”和“办好教育为人民”有机结合起来,形成良性循环、和谐发展。自1988年以来,全区已创建规范化初中校100所,占农村初中总数的58.8％,建成规范化小学800所,占定点小学总数的62.5％,为从总体上提高全区农村基础教育的办学水平和教育质量奠定了良好的基础。
