民待遇原则是世界贸易组织、国际贸易和国际投资中公认的一项基本原则 ,但我国改革开放以来 ,对外资企业实行的是超国民待遇和非国民待遇并存的双重扭曲的外资政策 ,这在一定程度上阻碍了我国利用外资工作的进程。为此 ,根据世贸组织原则 ,遵循国际惯例 ,逐步给予外资企业国民待遇 ,是我国今后利用外资工作战略转变的关键所在
The principle of people treatment is a universally acknowledged basic principle in the World Trade Organization, international trade and international investment. However, since the reform and opening up in our country, the double-distortion foreign investment policies that apply to super-nationals and non-nationals have been imposed on foreign-funded enterprises. To some extent, this has hindered the process of using foreign funds in our country. To this end, according to WTO principles, following the international practice and gradually giving national treatment to foreign-funded enterprises are the key to the strategic transformation of our country’s utilization of foreign investment in the future
