Strengthening Party building is one of the four major strategic issues set forth by General Secretary Jiang Zemin in his important speech at the graduation ceremony of the provincial-level cadre training class of the Central Party School. Our party shoulders the historical responsibility of leading the people of all ethnic groups across the country to comprehensively pushing the cause of modernization to the 21st century and building a prosperous, democratic and civilized socialist country. To strengthen and improve the party’s leadership and to further build our party is a guarantee for accomplishing this great mission. Therefore, we must adhere to the principle of “the party must control the party” and earnestly fulfill the duties of “the first responsible party for the party building” in accordance with General Secretary Jiang’s requirements and actively explore ways and means by which the party’s construction work under the conditions of developing a market economy
