美国城市建设管理呈现的法治精神、文明观念、现代治理结构和政府规范动作方式对我们当前的城市建设和管理,有很多值得借鉴之处。不管是美国还是中国,“小贩”都是一种自然的经济现象,具有存在的合理性和必然性。破解城管执法难题不能只考虑城管执法本身,要加强教育、弘扬法治、引导自治。应突破部门局限,完善全过程的城管执法体系。
The spirit of the rule of law, the concept of civilization, the structure of modern governance and the norms of government action presented by the urban construction management in the United States have much to learn from our current urban construction and management. Whether the United States or China, “hawkers ” are a natural economic phenomenon, with the existence of the rationality and necessity. To solve the urban management law enforcement problems can not only consider urban law enforcement itself, to strengthen education, promote the rule of law, and guide self-government. Should break through departmental limitations, improve the entire process of urban management law enforcement system.
